About Heard County 

Heard County was created from Carrol, Coweta, and Troup counties in 1830. The name Heard came from an influential patriot of the American Revolution by the name of Stephen Heard. Stephen Heard was also the governor of Georgia from 1780 to 1783 and a renowned planter. The Heard County borders Alabama on the west central part of Georgia and covers 301 square miles. The county was initially inhabited by the creek Indians, who later lost the land at the treaty of Indian Springs in 1825. White inhabitants acquired most of the land by state-run lotteries soon after the treaty signing.  

Franklin is the county seat of Heard County and was named after Benjamin franklin. Initially, franklin was an established village that was later incorporated in 1883 after the formation of the county. Franklin’s first courthouse was burned in 1893 and rebuilt in 1894. The courthouse served the county court until 1964 when the current courthouse was constructed.  

About the County Sheriff’s Office 

Heard County sheriff’s office is tasked with enforcing all laws and ordinances, protecting life and property, preserving peace, and reducing crime. The sheriff’s office, located at 118820 HWY 1OO Franklin, GA 30217, has several divisions that serve different purposes and duties in ensuring the department’s mission is met. These divisions include the investigative division, jail division, and patrol division. 

The Investigative Division 

The investigative division is charged with investigating crimes that occur within Heard County. Most cases in the county involve misdemeanors such as theft and criminal trespass. However, investigators also deal with felonies such as murder, burglary, larceny, rape, and auto theft. The division also works with other law enforcement agencies from the state and neighboring counties to solve cases that have crossed over to the county. Detectives in the investigation division also work with crime scene technicians to collect, analyze and store evidence related to a case. The investigative division also deals with registering all convicted sex offenders in the county.  

The Jail Division 

The jail division controls all operations of the Heard County jail. The Heard County jail has a capacity of 70 inmates and is manned by state-certified detention officers.  The jail houses inmates serving short sentences, waiting for trial, and inmates from other jurisdictions like ICE, FBI, or other law enforcement bodies. The division ensures that inmates are treated in a humane manner while incarcerated. They provide services to inmates such as visitation, commissary accounts, mail services, and phone services, among others.  

The Patrol Division 

The patrol division offers 24-hour protection and services to residents and visitors of Heard County. The division’s deputies patrol all roads within the county, ensuring that all traffic laws are followed. The deputies issue tickets for traffic violations such as;  

  • Reckless driving  
  • Speeding  
  • Driving under the influence (DUI)  
  • Driving un-roadworthy vehicles.  

The deputies from the patrol division also offer residential checks to residents who provide the sheriff’s office with information about their homes and travel plans while they are out of town. The division also works in collaboration with Georgia’s drug task force to help eliminate the utilization and influence of illegal drugs and reduce the cases of drug-related crime in Heard.  

County Inmate Search 

Heard County provides an online inmate roster on the Heard County jail website. The information is easily accessible by the general public as mandated by the freedom of information act. However, juvenile records are not accessible to the public unless one is a parent/guardian or if the judge issues a subpoena making the records accessible to certain parties like the police.  The roster contains inmate records such as their full names, date of birth, race, age, height, address, booking dates, court dates, charges, and convictions. Heard County also has a mobile app on Google play and the apple app store that enables the general public to access inmate records 

If the information on an inmate is unavailable on the website, the inmate has not completed the booking process or has not yet arrived at the jail facility.

VINE link 

VINE link is a service that offers the general public information on all inmates across the United States. Heard County gives VINE Link access to its records, making it easier for the public to access the information. The search options on VINE include the inmate’s first and last name and ID number. The service also provides victims with a notification service designed to notify victims and interested parties of any change in the status of an inmate. 

The Sex Offender Registry 

The sex offender registry is updated and maintained by the investigative division of the sheriff’s office. The registry contains names of offenders convicted for committing sexual crimes such as rape, sodomy, statutory rape, child molestation, and enticing a child for indecent purposes. Sex offenders released from prison, on probation, parole, or supervised release must register with law enforcement near them. Registered sex offenders who move into the county from other counties and states must also register with the sheriff’s office. Heard County provides information on all the registered sex offenders on its website.
