About the County  

Carroll County is on the northwestern side of Georgia, with its county seat in Carrollton. Prior to June 1826, the area now known as Carroll County was part of the surrounding Douglas, Heard, Haralson, and Troup Counties. However, the Georgia General Assembly deemed it right to separate the counties, resulting in the formation of Carroll County. Authorities named it after Charles Carroll, who was the only living signer of the United States Declaration of Independence at the time. 

Settlers were attracted to Carroll County for many reasons, but the rich soils and gold deposits in the county’s northern parts are the most prevalent. Eventually, the gold deposits were exhausted, but the rich soils remained, making farming the county’s main economic activity.  

Today, Carroll County maintains its position as an agricultural leader, having the biggest cattlemen’s organization in the state and continuing to be a significant poultry producer. This helps to ensure that the county’s rural origins are kept alive and well. 

About the County Sheriff’s Office 

Carroll County Sheriff’s Office is located at 1000 Newnan Road, Carrollton, Georgia 30116, United States. It is the county’s primary law enforcement authority under the leadership of the Sheriff, whose role is to develop policies necessary to promote public safety. Constitutionally, the Sheriff’s term of office is four years, after which the county must hold an election.  

There are several divisions and units that help the Sheriff achieve the goal of community protection, including:  

The Court Services Division  

Over the years, the county’s population has grown, increasing the need for courts to hold more hearings to resolve criminal and civil cases. As a result, the Sheriff’s Office established the Court Services Division to support the judicial system professionally.  

Some of the division’s responsibilities include: 

  • Offering Carroll County Courthouse Security. This division ensures court proceedings run smoothly without disturbance.  
  • Delivering Court Orders and Arrest Summons for Local Courts and those of other Jurisdictions.  
  • Arresting and Presenting Non-Compliant Individuals before the Court  

The Uniformed Patrol Division  

This division is the most visible as the officers interact with the citizens day and night when performing their community protection duties. The Major is the division’s overall head who works with the help of two Lieutenants and Sergeants.  

Other services of the Uniformed Patrol Division include:  

  • Acting as the Bonding Agents between the Community and Law Enforcement to Create Positive Ties 
  • Answering and Responding to Emergency Calls through the Emergency Response Unit 
  • Traffic Control in the County  
  • Conducting Investigations Relating to Vehicle Accidents and Crashes 

The Criminal Investigations Division 

The Criminal Investigations Division comprises specially trained officers responsible for undertaking complex investigations beyond the Patrol Division’s purview. The Captain heads the division and operates with the help of four Sergeants.  

The specific responsibilities of the Criminal Investigations Division include matters relating to: 

  • Murders  
  • Statutory Rape  
  • Child Pornography  
  • Manslaughter  

The Jail Division  

The Sheriff is the Chief Jailer per the state statutes and has the role of overseeing the jail’s daily operations. The county’s first facility was Carroll County Jail, built in 1979 to house 85 inmates. However, the rising inmate population prompted authorities to design a new jail, the Jack T. Bell Detention Center, in 2001. This male-only maximum security facility had an inmate capacity of 597 before its expansion in 2006 to the current capacity of 645 prisoners.

The Freedom of Information Act directs agencies and departments to ensure the public easily accesses inmate information. In compliance, the Carroll County Sheriff’s Office provides an online website containing information on incarcerated persons within the county. There are three search categories on the site: 

  • Search by Current Inmates 
  • 24 Hours Arrests Search 
  • Search by the Arrest Date  

The search engine allows you to input the offender’s first and last names for an accurate search. However, this step is optional as the website lists incarcerated persons on several web pages.  

The information available after a successful search includes:  

  • Inmate’s Name  
  • Incarceration Status  
  • Sex  
  • Duration of Incarceration  
  • Reasons for Arrest  
  • Bond Amount

Inmate Search after Transfer from the County Jail  

There are cases where a prisoner may get a transfer from Carroll County correctional facilities to state-run or federal facilities. One of these scenarios happens after a recommendation by the County Sheriff after a change in a prisoner’s security status. Primarily, the Sheriff must prove that the security status has become unmanageable at the county level.  

Similarly, judges may render verdicts on pending cases, affecting the incarceration statutes of inmates awaiting trial. The rulings may indicate that such inmates require a high level of security that only state or federal prisons can provide.

The website contains information on current inmates under the state’s custody and their incarceration statuses. It allows you to conduct searches using two broad search options: Search by Name and Search by ID or Case Number.

Sex Offender Search  

Sex offenses are among the worst crimes against humanity, not only in the United States but also worldwide. For this reason, the Georgia Bureau of Investigation takes these crimes seriously by maintaining a sex offender registry to keep watch on these perpetrators.  

The website contains data on every registered sex offender in the state, even after their release from prison. Additionally, the search engine allows you to narrow the search to a certain radius, after which it lists personal details, including physical descriptions of registered sex offenders in the area.
