Notice of Municipal General Election

And Candidate Qualification

 

Notice is hereby given that a Municipal General Election for the City of Springfield, Georgia, will be held on November 7, 2017 for the offices of: one (1) Mayor, At-Large, and three (3) Council Members, At-Large.

 

Qualifying for said election will be held on the following dates and location listed below:

 

Candidate Qualifying Dates:                             August 21, 2017 – August 25, 2017

 

Candidate Qualifying Times:                             9:00 a.m. – 4:00 p.m.

 

Qualifying Location:                                         Springfield City Hall – 130 South Laurel Street Springfield GA 31329

 

The Candidate Qualifying fee for said offices will be $35 (thirty-five) for the Mayor post, and $25 (twenty-five) for Council Members posts.

 

To be eligible to qualify as a candidate one must:

 

1.       Be at least 21 years of age;

2.       A resident of the City of Springfield for 12 (twelve) months preceding the election;

3.       A qualified voter in the City of Springfield; and

4.       Not be disqualified to hold an office in the state.

 

The last day to register and be eligible to vote in this election will be October 10, 2017. Advance Voting will begin on October 16, 2017 and end on November 3, 2017, and be held during the normal business hours of 8:00 a.m. – 4:30 p.m. (Monday – Friday) at 130 South Laurel Street, Springfield, GA, the normal voting precinct.

 

The polls will be open on Election Day, November 7, 2017, from 7:00 a.m. until 7:00 p.m. The Municipal General Election will be held at 130 South Laurel Street, Springfield, GA, the normal voting precinct. If there is a need for a runoff election, the date of the runoff election will be December 5, 2017.

PUBLIC NOTICE

The City of Springfield City Council and Planning & Zoning Board will be holding the following public hearings regarding:

(a.) Conditional Use Request to operate a car hauling business from the residential property located at 103 Becca Drive

 

(b.) Variance Request to reduce front setback at 1214 S. Laurel Street.

 

The Planning & Zoning Board Public Hearing will take place on Monday, July 31st, 2017 at 6:00pm, with the board meeting to follow.

 

The City Council Public Hearing will take place on Tuesday, August 8th, 2017 at 6:00pm,
with the Council meeting to follow.

 

All hearings and meetings will be held in the Council Chambers of Springfield City Hall located at 130 S. Laurel Street, Springfield, GA 31329.

INVITATION FOR SEALED BID

 

Mars Theatre Addition

 

The City of Springfield will be accepting sealed bids from experienced Contractors for the construction of Additions to the Mars Theatre.

 

Sealed bids will be received at Springfield City Hall, 130 S. Laurel Street, Springfield, GA 31329, until 2:00 p.m., Wednesday, July 26, 2017, at which time all properly received bids will be opened and publicly read.  Bids received after the deadline will be rejected and returned unopened.

 

Bids submitted as a result of this invitation must be returned in a sealed envelope or container marked “Sealed Bid: Mars Theatre Addition”.  Bids may be mailed or hand delivered and will be received by the following:

Bidding documents may be viewed and purchased at www.cdrepro.com (Login to DFS – register as a new user). Once ordered, plans will be shipped (shipping charges collect) as soon as possible after receipt of application and deposit, or picked up at one of the three Clayton Digital locations.  In Statesboro:   1200 Brampton Ave., Suite D Statesboro, GA 30458.  Applications for documents should be filed promptly with Clayton Digital as described above.  There will be no refunds for returned sets.

 

Bidders are cautioned that acquisition of bidding documents through any other source than Clayton Digital DFS plan room is not advisable. Bidders not on official bid list will not receive updated bidding information; including addenda.

 

There will be a pre-bid conference held on Wednesday, July 12, 2017 at 2:00 p.m. on site at 106 South Laurel Street, Springfield, Georgia 31329.   Attendance at this conference is MANDATORY for any Contractor intending to bid on this project.  Others may attend if they so desire.

Contract, if awarded, will be on a lump sum basis.  No bid may be withdrawn for a period of thirty-five days after time has been called on the date of opening except in accordance with the provisions of Georgia law.  A performance bond will be required, each in an amount equal to 100 percent of the Contract Sum prior to execution of contract.

 

The City of Springfield reserves the right in its sole and complete discretion to reject any or all bids, waive technicalities and informalities and make the award in the best interest of the City.  The City anticipates that the contract will be awarded to the responsive and responsible bidder who provides the lowest bid within the budget.  In judging whether the bidder is responsible, the Owner will consider, but is not limited to, the following:

·         Whether the bidder or its principals are currently ineligible, debarred, suspended, or otherwise excluded from bidding or contracting by any state or federal agency, department, or authority;

·         Whether the bidder or its principals have been terminated for cause or are currently in default on a contract;

·         Whether the bidder can demonstrate sufficient cash flow to undertake the project as evidenced by a Current Ratio of 1.0 or higher;

·         Whether the bidder can demonstrate a commitment to safety with regards to Workers' Compensation by having an Experience Modification Rate (EMR) over the past three years not having exceeded an average of 1.2; and

·         Whether the bidder’s past work provides evidence of an ability to successfully complete

·         projects within the established time, quality, or cost, or to comply with the bidder’s contract obligations.

In the event, all responsive and responsible bids are in excess of the budget, the City, in its sole and absolute discretion and in addition to rejecting all bids, reserves the right either to supplement the budget or to negotiate with the lowest responsive and responsible bidder but only for the purpose of making changes to the project that will result in a cost to the City that is within the budget, as it may be supplemented.

REQUEST FOR STATEMENT OF QUALIFICATIONS

 

The City of Springfield is accepting sealed Statement of Qualifications from experienced General Contractors for design and construction services for the renovation/addition of the Springfield Fire Station Headquarters.

 

The contractor is to be responsible for the design and construction of the facility in accordance with the information provided in the Request for Qualifications “RFQ” and shall comply with all applicable ordinances, laws and codes governing the construction or permitted use of the facility.

 

Sealed RFQs will be received at Springfield City Hall, 130 S. Laurel Street, Post Office Box 1, Springfield, GA 31329, until 12:00 p.m., Friday, July 21, 2017.

 

RFQs received after the deadline will be rejected and returned unopened.

 

RFQs submitted as a result of this invitation must be returned in a sealed envelope or container marked “Sealed RFQ: Springfield Fire Station Headquarters”.  RFQs may be mailed or hand delivered and will be received by the following:

It shall be the respondent’s responsibility to seek clarification as early as possible prior to this deadline.  Any discussions or documents pertaining to questions asked will be considered non-binding unless incorporated and promulgated in an addendum. 

 

Bidding documents will become available Wednesday, May 3, 2017 and can be obtained by any interested parties at the Springfield City Hall, 130 S. Laurel Street, Springfield, GA 31329 or by emailing a request to Amber Lancaster, Finance Director at alancaster@springfieldga.org.  All interested parties shall register with the City of Springfield when obtaining bid documents so they may remain informed regarding any addendums that may be issued. 

 

A non-collusion affidavit must be completed and submitted prior to a contract award.

 

The City of Springfield reserves the right to reject any and all bids, waive technicalities and/or informalities and make the award in the best interest of the City.  The City reserves the right to add to or delete from the contract after the contract has been awarded.
